- 2 cups all-purpose flour
- 1 cup water
- 1 teaspoon salt
- 1 cup ground beef
- 1 medium onion, finely chopped
- 1 teaspoon ground cumin
- 2 tablespoons vegetable oil
- 1 cup chopped fresh parsley

In a large bowl, mix the flour, salt, and water to form a soft dough. Knead for about 5 minutes until smooth. Cover and let it rest for 15 minutes.

In a skillet, heat 1 tablespoon of vegetable oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes.

Add the ground beef and cumin to the skillet. Cook until the beef is browned, breaking it apart with a spoon, about 5-7 minutes. Stir in the chopped parsley and season with salt to taste. Remove from heat and let it cool.

Divide the rested dough into 4 equal portions. Roll each portion into a thin circle on a lightly floured surface.

Place a portion of the beef filling in the center of each rolled dough circle. Fold over the edges to enclose the filling and form a square or rectangle.

In the same skillet, heat the remaining tablespoon of vegetable oil over medium heat. Fry each filled mutabbaq for about 3-4 minutes on each side, or until golden brown and crispy.

Remove the mutabbaq from the skillet and place on a paper towel to drain excess oil. Serve warm with your choice of dipping sauces.
