In a mixing bowl, combine the rice flour, salt, and water to form a smooth, pliable dough.

In another bowl, mix the grated coconut and jaggery until well combined.

Grease the banana leaves with oil to prevent sticking.

Take a small portion of dough and flatten it in your palm. Place a spoonful of the coconut-jaggery mixture in the center and fold the dough over it, sealing it well.
