In a large pot, heat the olive oil over medium heat. Add the chicken pieces and season with salt and pepper. Cook until browned on all sides, about 5-7 minutes. Remove and set aside.

In the same pot, add the chopped onion, bell pepper, and garlic. Sauté until the vegetables are soft and fragrant, about 3-5 minutes.

Add the rinsed rice to the pot and stir for 2 minutes to coat the grains with the oil and vegetables.

Return the browned chicken to the pot. Pour in the chicken broth and add the annatto powder, stirring to combine. Bring to a boil.
