In a mixing bowl, combine glutinous rice flour and sugar. Gradually add water while mixing until a soft dough forms.

Divide the dough into small balls (about 1 inch in diameter). Flatten each ball in your palm and place a small amount of sweet red bean paste in the center.

Wrap the dough around the filling and roll it into a smooth ball. Repeat until all dough and filling are used.
